Independent Clinical Oversight for complex care
Silver Willow is a nurse-led clinical case management service supporting individuals and families across Jersey. We reduce clinical and systemic risk, provide clarity in complex situations, and act as a single point of accountability. Led by a Registered Nurse with over 20 years’ experience, the service combines clinical expertise with system-level understanding.

Silver Willow was established to protect individuals and families from system failure, prevent avoidable hospital admissions, and ensure the right care is delivered at the right time. This is not care provision alone. It is independent clinical authority in complex situations.

Our vision is to be recognised for nurse-led complex case coordination that enhances quality of life, promotes independence, and reduces stress on families. We focus on early identification of deterioration, independent oversight across fragmented systems, and protection from poor decision-making and system gaps.

Broad clinical leadership experience across complex services
Kelly Birchall has developed extensive experience across a wide range of health and care roles, including nursing leadership, ward and service management, matron-level responsibility, quality and safety, governance, commissioning, and service improvement. Her experience spans both frontline and strategic environments, supported by ongoing professional development and study in Leading Transformation in Health and Social Care. This gives her a strong foundation in assessment, risk, professional judgement, and the realities of delivering safe, effective care across complex systems.

Recent Jersey reporting shows that multi-morbidity is a growing issue, with many Islanders managing more than one long-term condition at the same time. As conditions overlap, care becomes harder to coordinate and risks are easier to miss without clear oversight.
